Def not eh here... I'm not sure who made it but this isn't likely to be done in SFM (eh uses SFM and the lighting here is looking wrong for an SFM animation), eh is on vacation, and also the snake model is too smooth... SFM lacks a snake model this good.
Looks like it was rendered in cycles so it's a blender animator. But why would they chose that low of a poly hair for Dva thats directly ported from the game rather than all the fanmade ones that so much higher quality? The plot thickens.
(This could also be done in DAZ but it doesn't look like IRAY and Daz has no proper way to import animations onto surfaces like eyes. )

You are correct. It was done in Blender with the eevee renderer as lazily as possible
