No it is clearly stated that anyone who looks at her are turned to stone in the original greek myths.
The only Medusa who's eyes don't immediately petrify people is the Fate/Stay Night Medusa who's eyes are treated as both mystic eyes and a noble phantasm, having a rank of crystal in the spectrum of eyes (making them the third strongest eyes being the Eyes of death perception and Crimson moon's own mystic eyes which are ranked as rainbow.) Her eyes, Cybele (Ranked A+ as an NP), only petrify people if their Mana rank is lower then B, and paralyze between ranks A and B mana, with ranked A and above having a rank down in all paramaters.
