Seems like a weird extra step. Like, acting like a cheerleader I get, but I don't understand the point of making her think she's Unovan.

Just guessing, but it might be because Unova was the only region to have Cheerleader as a trainer class... even though cheerleaders have been in Pokémon sense the days of Gary Oak and his traveling harem...

...Whatever happened to those girls anyways?

It's because the background isn't black, it's transparent. But the site mangles transparency in resized images. You have to view the full size image to see it correctly.

The background seems to be based off the light type theme of the websites. When I switched to light mode on DeviantArt it was easily visible, but I prefer browsing on dark mode so it’s a bit annoying.

Yeah, followed the link and it’s based on the Backer trainer class.

Basically an earlier piece was loosely inspired by the "ahaha its chewsday innit" meme and kind of spiralled into a series of galar girls brainwashed into vapid american/unovan stereotypes
