Context: In Tenkuu Shinpan the Masks are code encrypted masks that 'hack' into the wearer's brain and initiate commands. The one she's wearing is a smiling mask which controls her every movement/thought/action. Most times the people under the mask are aware but sometimes they're under full mind control (i.e. Yayoi like this image!!). The wiki, manga or anime explains it best to be honest
