The same question everyone's been asking since this comic started.

JadenKaiba says the next page is the last page of the chapter and there will be a Chapter 2. If we're lucky, the next chapter will have some indication that this is actually MC and not just a really horny woman going along with her son's momma lust.

Idk she still hasn't gotten dressed and he commanded her to undress so I think it might be.

Way I see it either its not MC or its he type of MC that makes her think its her idea.

While she was incredibly horny and rather ditzy and such before he used the helmet I would say that it is mind-control, though more as a gimmick for incest, both from how this isn't just brother sister sorta incest but this is the woman who gave birth and raised him, that and also after he used the helmet to tell her that her body belongs to him she literally said that he didn't need her permission to mess with her boobs, that they belonged to him. Since he never said that they belong to him out loud (otherwise he would have worried about the helmet not working after the first three 'suggestions' since they would have otherwise had to been said out loud) the only way for her to get this exact impression would be if the helmet works or it 'half-works' and the helmet just puts thoughts in her head (that she can then choose to dismiss), and while I feel that this is a bit of an insult to sorta contrast it as 'mind control' against a lot of the other stuff we have, from a more writing standpoint I personally think that writing in the helmet to throw it away almost immediately and have the helmet not even work properly is just rather weak.

So I'm going to be skeptical as to if he NEEDED the helmet (definitely could have used her frustrations to his benefit and not use all the time he did building the helmet) due to some poor characterization, I do feel that mind control was directly involved.
