I think this might have been brought up when Jimryuu did his Kaa x Toph images. You can't visually hypnotize a blind person.

The only way could be a Siren Sorrento-like method, that character have a flute that even if you destroy your ears the sounds travel direct to your brain, otherwise hypnotize Toph with a visual method have non sense xD
