No, but there are pocket watches in the game, and pocket watches are a popular hypnotic focus in pop culture

On the online play you can unlock little emotes to perform to other players, and one of them is swinging a pocket watch as if you were hypnotising them, but it doesn't have a practical effect.

I never finished RDR2 (though I plan on it one day, it is a good game for sure) but is this just something for the hub or a reference. If not a reference why such an odd choice for hypno content?

I did a camp favour to deliver a pocket watch and got the idea from that
