So does she mean the scouter hypnotized her and therefore is working or she tested it on someone else and hypnotized them therefore it is working?

She was captured and then forced to test / use the MC-Scouter.

honestly, a bit of a waste. her mind is more valuable than her quite sexy body. Now Maron from the Garlic Jr. Saga... Different story.

This is the woman who took the rules of time and space and broke them over her knees.

Give her the resources and time, and she will reinvent the technology they have to an insane degree.

Heck, her older inventions are valuable too.
Dragon Radar can get Frieza more wishes, well until the DBs are all gone. Heck, she can track the Super Dragon Balls.
Blutz Wave Generator... Useless after the death of Vegeta and Goku.
More durable Battle Armor. Bulma's Cell Saga armor took more of a beating and kept going.
Capsules (Okay, her dad, but she might know how to make them) are a game changer. Frieza Force can now carry nearly anything with them now. Few limits, like not being able to safely contain live people or other capsules.
Great Saiyaman Watch, the Ginyus will LOVE it.
Micro Band, this would be great for sneaking Frieza Force Soldiers around or just transporting them. An army in a Saiyan Attack Pod.
And lastly, Metamo-Rings. They combine old school Potara Fusion and the Fusion Dance. Permanence of Potara, but only while the rings are worn. Needs the same fusing dance. VERY unlikely to occur here/

This. Like, sure ok you get short term hotness but it doesn't alompish anything. I personally think it'w way hotter to be a smart evil person and use your new servants to get more or to make yourself more powerful.
