The mods make an exception for Hypnomaid because she puts so much effort into her gifsets that it doesn't count as mass spamming when/if she does it

Normally Kisekae isn't allowed but this looks like some effort was put into making it so unless another mod weighs in on it i say it gets a pass.

Yes it is but the main reason just is how easy it is to produce. Even though the full thing (of which this is part 1 due to length reasons) took me 6 hours to make, it's also made up of almost 180 individual images, so on average every image took me a mere 2 minutes to make. That's just so ridiculously fast that it simply is mass producable, and "no mass producable images" is the rule that covers kisekae. There's nothing inherently wrong with it, it's just faaaaaar to easy to flood the hub with. Especially when you already have characters there and just need to turn off eye glow or something.
