I think the idea is she's looking at the viewer and the magic in her hand is casting a spell on them that includes mind control. That's the way I see it, anyway.

I guess? But that requires too much inference. I don't think vaguely implied hypno qualifies.

This really needs the rest of the image set to be uploaded, not just linked to via the source field, in order to make sense on here.

The image set in the source is a three-image "corruption" set, with the second of three images being the closest thing to overt mind-control (glowy eyes and a tentacle suit).

On its own, I agree this image would require too much "creative interpretation" to count.
