Context:
Miku wants that "Shiori" transfers to her school because she took an interest in her. Before "Shiori" could refuse, Miku whispers a sweet and hypnotic "Please~" in her ear...which to her surprise had no effect.

I hope she someday gets some hypno art of her xD

Actual mind control. She uses her voice to make people, typically girls, love her. She does it to most of the main cast if I remember correctly.
