Probably because despite the fact Mandrill has the one super power everyone on the hub wants (The ability to control *any woman*) he never uses it for it's proper purpose and instead is determined to gain political power.

Probably because Emma ruins it right away. If I remember right she makes it so he can't look at a hot woman without seeing her look like himself.
