Why not both?

Use the laser to make them obedient in the short term, then sit them down to brainwash more thoroughly.

(I'm assuming the laser is quick, but has some kind of drawback.)

There probably isn't much left of the target's personality, skills, or memories after such a quick conversion. The short way produces a mook or goon; the long conversion produces a loyal accomplice who basically is and can pass for the original personality.
