You won't believe how hard it was to find the name of the monster. Anyway, a Dragon Quest anime! The monster Moore uses magic on Tiara to try to get information about the jewel she wears, but it seems she doesn't know anything.

The first 13 episodes of the show actually got an English dub, but the only clips of it online are extremely low quality.
