so i had to do a little research while fixing the tags for this. the girl in front there (commander black) has psychic powers. this includes hypnosis, which apparently she cannot use without also affecting herself.

Okay, so I watched the movie.

The context is, the sleeping girl has a "power" where she can hypnotize anyone, but she ends up falling asleep herself while doing it. In this scene, she ends up using it on a snake controlled by the girl in the background, during the big climactic fight of the movie.

The whole movie essentially boils down to "Ika Musume but with kaiju and some actual fighting".
