Love the shock/glitch/digital effect. Is this some plot element or does this only have one single scene on the whole show?

@476406, the shock effect is present for other characters. It only happens when they try and remember something/resist their "master's" orders. However as for Yayoi it happens near the end of the series when she "remembers" her son.
