90% Sure they're the same developer, so it'd make sense.

It is the same developer of the game mission mermaiden.
There is no real context now cause it is in development and shows the current progress. The only assumption is that maybe there is an evil organisation. The one enemy at the end of the video caused this hypnotic flame on her.

The context here is this is an enemy that hypnotizes the main character with a "candle flame".

It's a platformer/beat-em-up that has a couple of hypno-rape enemies and traps.
