Surge has had a big surge in popularity, but I'd wager that's because people like her design more than they like the ins and outs of her story. In that regard, the platypus beak makes Dr. Starline a much tougher sell.

I think the issue lies more in the simple fact that he's a male character, and by and large this community does not attract much content that prominently features attractive male characters, outside of the femboy types.

@DrWaffles As I understand it, sort of, but not really. They break free of Starline's control, but the brainwashing is still very much there. Their personalities are still the ones Starline programmed into them, and although they've changed their goals somewhat, they still can't shake the wants that Starline put into them.
