This is from episode 10 of Black Summoner, Season 1. The emperor of Trycen was holding a council that involved planning the conquest of other nations, but the last member of that council (General Clive) chose not to attend. So a messenger was sent to call for him, and the guy was walking through a hall full of clearly brainwashed and mind-controlled female knights, and the guy was visibly unsettled by the sight.
And then when he reaches Clive's quarters, there are multiple naked women laying on the floor while Clive himself is casually reclining on a couch.
It's shown in the last episode of the first season that Clive has a unique skill called "Charm Eye" which is what allows him to mind-control women, though it can be blocked/nullified by magic.
