This is a clip from Beauty and the Beast: The Enchanted Christmas, a direct-to-video movie sequel to Disney's original Beauty and the Beast. It's during the song "Don't Fall in Love", where a giant living pipe organ uses his magical music to hypnotize Beast into not falling for Belle. In this clip, the green lines lifting up the Beast are musical staffs.
I was disappointed the rest of the movie doesn't have overt hypno content.
