This is a clip from Beauty and the Beast: The Enchanted Christmas, a direct-to-video movie sequel to Disney's original Beauty and the Beast. It's during the song "Don't Fall in Love", where a giant living pipe organ uses his magical music to hypnotize Beast into not falling for Belle. In this clip, the green lines swirling around him are musical staffs.
I was disappointed the rest of the movie doesn't have overt hypno content.

Okay I feel like people are gonna call me crazy but I remember watching this film as a kid a lot and I swear there was a scene where Forte's music worked on Belle. It was at the climax when he's trying to destroy the castle and it was only for a second at most but she was taken in by his music only to quickly snap out of it.

Hey Harvestman, your comment made me curious. So i went and looked up the ending. What happened was that the organ was blasting his music at Belle and The Beast (did that guy EVER get a real name?) and what it looks like is Belle took a second to look around before either ducking out of the way or getting knocked back by the blast. Sorry.
