She's from katawa shoujo, a VN focusing on bonding with girls who have various disabilities. Don't know much more myself about it, so I can't speak more to the context on this character's condition specifically. Nonetheless, hope that helps clear things up a bit.

I think it probably should have the tag. We do go by "Tag what you see" rules, so backstory and technicalities don't play into it. It's just, what's able to be understood on the page as a stand-alone work is what's tagged.
