No, Shinso and Lelouch already had mind control as basic powers. This kid uses a friggin' Brachiosaurus, and yet he can control people's actions with his voice. It's weirder than dino dragonfly able to manipulate gravity.

I think with High Dopes its that the memories awaken latent abilities inside the users themselves and those abilities arent specific to what the memory itself is. Like the Alcohol grandma having psychic abilities. Either way tho it was a fun scene
