The player characters are clearly designed to look like children. Just look at the official movie! Besides shota and loli don't take age into account, it's all about appearance. And just because they do adult things like own houses doesn't make them adults. Looks at Pokmon, where the protagonist ranges 10-13. Traveling the world and catching/training dangerous animals is certainly not something a 10-year-old could do. If kid characters only did kid things in video games, it wouldn't be any fun.

Bottom line, the characters are designed to look like kids, hence the shota and loli tags invariably apply. (Until a mod rules otherwise, then ut should at LEAST have the chibi tag)

The main issue with your arguments is that it operates on external context that is not present in the image itself. Sure, in the games, one can certainly see them as looking younger. But on image sites, the general rule is,"Tag what you see." The characters may, in the context of the game, be younger. But artistic interpretation can age up characters to be less child-like, as is present in this particular piece. This is why most image sites don't have tag implications or dependancies based on character tags, outside of more obvious franchise tags.
