I'm gonna have to disagree with the shota tag here. We've only got the head to judge it on, and this isn't enough to make that call. And the character's underage appearance in canon is not grounds for the tag by itself, they gotta look it in the actual image. Which, in this case, is too inconclusive to just slap that tag on.
