It's a porn parody game of the standard "high-school RPG" games, with a mind-control twist to the theming where you make all your classmates and your three female teachers into your slaves, and the name "Ms. Rack" is entirely a joke about how she has massive tits (and also how she chose that name, as she used to be a Guile, but married into the "Rack" name.)

She's usually pretty serious, but a series of events can turn her and everyone into....well, blonde bimbos.

Actually, within the context of Adventure High, all that changes when a character is bimbo'd is their hair turns blonde and they get massive tits. So yes, she is bimbofied here.
