She probably would get off in any other situation, but without Monokuma as her backup plan (thus continuing the cycle of violence, death and despair) she's probably more upset than happy.

The confusion is "I'm happy when I'm in despair" isn't a coherent value system, so it's impossible to predict Junko's reaction to anything.

Junko is happy with Despair, either experiencing it, or spreading it.

Which means as long as someone is taking an L, she is good.

That is the reason why she was excited when she lost against Makoto and the others.

It is kind of like being a sadomasochistic individual, there will be joy as long as there is pain.

So she's happy when she wins... or loses... or ties, since that's neither a win nor a loss so is ultimately the most despair inducing for her.
