The other dolls had weapons. So letting her use a one handed rod and a light shield shouldn't be a problem.

That's no surprise, the b plot for act two of vesperia was estelle being puppeteer about than being fought as a duel boss with Yuri. So like most tales of... female leads she's following tradition.
