If Jessie is an elite and sophisticated member of team rocket, then how are they still active?

I saw a theory that suggested that the structure of Team Rocket is set up so that way cells commit crimes normally and are supposed keep some for themselves and send the rest to the boss.

But Jessie, James, and Meowth are kind of stupid so they send back everything they get.

This makes them look more successful than they actually are, and explains whey theyre broke all of the time.
