The Grand Order system nerfed the Command Seals in exchange for making them recharge slowly over time. Lots of F/GO porn opts to ignore that, for understandable horny reasons. This is closer to how it actually works in the story.
Which is why so many of the girls in this set ignore the command or give lip before obeying it. These seals are much better suited for battlefield support than restraining the Servants.
