Sanity checks usually work differently - you have a given amount of sanity, and rolling above that amount means you fail the check(in essence, your sanity is overwhelmed).
Two d10s approximate a d100, with each die representing a digit. Rolling 0 and 0 represents a result of 100 - meaning he has pretty much no chance withstanding it.
^this. To my understanding in Call of Cthulhu, you have skills and whatnot rated from 0-100. You have to roll below your skill or stat or whatever. Rolling a 100 means that unless he is the most sane person on the planet (...Wait he probably *is* so make that the most sane person *ever*), he's screwed.
(This is my understanding from 3 sessions of 1 CoC game I played over half a decade ago).
