So the Penguin faked his own death and as a result, an evil robot named Failsafe that Bruce built to kill himself if he ever went too far was activated. Things spiraled out of control and eventually Bruce was left on the run while Failsafe captured most of the Bat-family and several JL members, and apparently also made Oracle part of its surveillance network.

It's not a good comic.

I'd want to see Oracle being brainwashed... also he fucking captured Zatanna??? And isn't brainwashing them to help capture Batman?
