From a new anime called mahou shoujo magical destroyers, the plot of the series is about the otaku culture getting destroyed in japan, in this scene is when the antagonist brainwashes everyone but otakus, into believing that be Otaku is bad. Later in the series some of the people they fight are brainwashed former otakus.
