Looks like a vacuum bed with circuitry on it for some reason. Maybe the idea is that the material activates and bonds with the person wherever it touches?

Story:
There was an unanticipated setback.

The Avatar selected the candidate to become a sleeper agent of the Phalanx because of access to information she could provide. What the Avatar did not anticipate was the biological incompatibility of the intended target. There exists a rare genetic predisposition that inhibits the Phalanx from directly assimilating certain individuals. In these individuals, their cells resist infection from the Phalanx. A computational breakdown of the genome of the targeted host was a requirement for the assimilation protocols to properly insert themselves into the host. Without the proper analysis, the intended host form destroy itself during the assimilation process.

The Avatar’s bad luck in choosing this candidate could only be resolved over time. Immobilized inside an assimilation cocoon, the Sleeper Agent slept unknowing the fate that would befell her. Mimicking the intended target, the Avatar scheduled a staycation whereby allowing her the time to research the full genomic history and breakdown of the Sleeper Agent. Once her genome was fully analyzed, the Avatar would finish her modifications upon her chosen candidate and the Sleeper would awaken as a mouthpiece of the Phalanx.
