In the comments, someone asked if the character was mind controlled. The artist responds by stating the request the commissioner had was to give her empty eyes "like when she was a bunny" (referring to the episode of Tetsujin 28 FX when she was hypnotized).
While the commissioner always asked for empty eyes, it does support the theory that their commissions are MC.
