It's the manga Kimi 008, a shonen manga about a high school for training spies. This is the main girl infiltrating a normal school where random assaults have been taking place. The new female teacher is an enemy spy who has been brainwashing the student body with subliminal audio on the intercom.

Doesn't lead to anything beyond this for the main girl who shakes it off. There are other panels with girls/guys under trance fighting though.
