God I hope this VN gets translated.
That's probably not going to happen. It's been out for quite a while and these fetish Eroge never get translated anyway.
But yeah, the Soushinjutsu series is awesome and tide together by an overarching story. This one (Rei/0) isn't even my favourite. The best they made so far is 3 in my opinion. Storywise Moebius is superior to any of them, but 3's scenes just are the best all around.
Our best chances with a Saimin Eroge being translated is probably Saimin Yuugi/Enbu - and these games have been out for a while and no translation group interested in them. Heck, even School Days took 4-5 years to finally come out with an english version, and that one is arguably the best non-fetish Eroge ever being done.
Chances are so slim, that you best start using modern technology to play these games (texthook/translator) - otherwise you are going to miss out.

Whatever's being done in this pic (I really haven't looked, just glanced) is caused by the protag of Soushinjutsu Rei/0, Yuu Yoshimine (I think. There are other mind controllers in the game.) He can apparently shoot people with mind-controlling mind arrows because reasons.

It's just an ability he was born with. Don't remember if it was due to Alex's tampering or not, but his ability probably makes him the most powerful out of all the Soushinjutsu protags.(At the cost of having the worst side effects :( )
Rei is personally my favorite game in the series although I'd say 3 had the most interesting plot/characters.

That being said, I play most for the actual scenes/events/inductions and what is going on in there, not about the overarching storyline and it's been a while that I have played it.
