Reports of anything involving Team Rocket would raise suspicions in Kanto. Their activity had fallen off in recent years, but they were still the choice warning story on every stern mother's lips. "Be good or Team Rocket will steal all your Pokemon!"

However, Fuchsia City was currently experiencing a worrying trend of missing people reports. Several women had been reported missing for up to 3 days, but would then resurface all claiming they had been out of town business or camping. It was even to the point that the local Jenny would no longer raise the full alarm.

All reasonable, but the pattern was undeniable and made Janine, the current Fuchsia Gym Leader. Her ninja had been investigating ever since the second instance, and they were now up to 5. So, before a tenth could be allowed, she had sent one of her most trusted agents, Annie, into town as bait.

Quietly, Janine observed her disguised agent from the rooftops as Annie played the lost tourist. The theory being that woman who didn't have a local would be even more enticing to the hypothetical villain.

Her surprise was palpable when Annie was indeed approached... by an unknown Office Jenny.
