Huh. I guess it is missing. Even with her bangs it should come all the way down to her nose.

no it does not. it's an artist's own interpetation of Neliel. if the artist wants to leave out the scar, then (s)he is free to do so.

Completely forgot this existed, but I feel I need to respond to this.

The artist included her cracked mask. The same injury that cracked Nel's mask also left a long jagged scar across her entire face. It is one of her defining physical characteristics, and a sizeable chunk of the fandom agrees it makes her look more attractive than she did before she had it.
