That "raise your power to the max" is either a mistranslation or the artist completely misunderstood how her spell works.

havent looked at the original or anything so talking with nothing to back it up, I assume the intended meaning of the "raise to the max" section is having her exhaust her magic before using the scales, which would cause her to lose and become controlled.

It is a mistranslation. The original verb is , meaning "restrain". Frieren is asking Aura to perform the spell after making sure to restrict her magic power as much as possible.
