My personal feeling is that it qualifies because, at the time he is fantasizing it, he actually has the power to do this. He has acquired omnipotence and is planning what he will do with it.
What series is he from?
The series is "Warlock And The Infinity Watch", a spinoff of Adam Warlock. Pip is one of Adam Warlock's supporting cast.

I guess it's not clear from the page on its own. In the end, he spends so long coming up with his complete plan for what to do with the Cosmic Egg that someone else is able to take it from him, but as of the time that he is having these thoughts it isn't a "I would like to" but a credible "I am going to".

In this case the omnipotence source is the Cosmic Egg (an agglomeration of Cosmic Cubes into, well, a big egg) rather than the Infinity Gems, but yeah, he can presumably wish away that little problem.
