That's also from The Mad Hatter in Alice In Wonderland, and I found it unlikely that the original artist would use that to reference something non-Disney when the character (Belle) was a Disney character

I think only the Batman version of the Mad Hatter used that card for mind-control purposes. In Alice In Wonderland it just came with the hat.

The original illustrations in the first publication included a card still stuck in his hat displaying the price. The price is in pre-decimal money (240 pence per pound) and the number "10/6" must have seemed peculiar enough to later readers to add to his air of inanity, especially if one assumes it to be a decimal price or a hat size instead of "10 shillings and 6 pence". Confusing this for an indication of his nonsense, it's become one of his better-known features, so the Batman adaptation with mind control hats put the critical devices in the telltale cards, IIRC. I think the animated series might have forgone the hats and just focused on the cards, but I don't remember.
