That effect is actually a spell from the MagiKoopas in the Paper Mario games.

As for what's going on with Yukari? I have no clue. Yukari being Yukari, I guess...

It's just a weird, out-of-nowhere bit in the vid. Yukari gets zonked by a Magikoopa, and boom - kaa eyes. Really well done ones, at that. I figured that warranted it being put up here.
