It is, yet there are 2 points I'd like to point out again.

If you want some glowing in her eyes, providing a reason can be helpful - e.g. a glowing object that is the source of the glow. Otherwise symbol in eyes like hearts tend to work better, because they are commonly recognized as some kind of mind manipulation.

Secondly and more important - you either forgot the blurring in the inside of eyes or did it not very well. I can clearly see it still needs some blurring - picked the higher res image and did it just as a test withing 5 minutes - looked a lot better again - allthough I do admit that this is on the verge of being too blurry with the glow.Blurring everything can make things worse, but softly blurring the outlines after applying a different color inside it, is a must.
