I am pretty much secure that this is not Patchouli.
I mean the hair color is different, moon is the wrong side of the head (and also seeing to the wrong side) and Patchouli doesn't have a star in the head.
I don't know enough about touhou to actually say who she is or even say if she from touhou.
(I could be wrong, please correct me if so)

A lot of the details are wrong, but when I originally found the picture I'm fairly certain the artist labelled it as Patchouli. So I'm fairly certain the original artist intended to draw Patchouli, although with the exception of the moon, which is indeed on the wrong side of her head, there isn't really a resemblance. Unfortunately, when I tried to find this again, it seems like the artist has deleted the picture from Pixiv, so I can't find it to check. I only labelled it Patchouli because I thought the original artist had, but honestly I don't really think it is. Heck, I could be wrong about it being tagged as Patchouli originally anyway, I found this picture years ago. Also, if it's not Patchouli, then it wouldn't be any other Touhou character, she doesn't really look like any of them.

Searched the original image and, yes, it was deleted but the creator has drawings of patchouli in his pixiv and they are nothing like this one, so I think we can be pretty secure than this is not Patchouli.

Yeah, it's possible that they had it tagged as Patchouli, but they have her drawn perfectly, so I'm guessing either they considered this a failed attempt, or I just had it mislabeled and in my Touhou folder. My money is on the latter. Either way, I took the Touhou tags off.
