I can't source it (The website isn't working right now) but I didn't manip this one.

That said, Toadette's eyes are NOT naturally pink, and she is very submissive by no will of her own. I consider that a form of hypnosis, albeit a bit indirect.

For what it's worth, the weegee effect was known for transforming people into... weegees. This appears to be a cross between weegee and Luigi's death stare, so I'd say it's a form of hypnosis.
