Per our rules (and the general flow of things), if there's a larger version or better crop of an image, we upload it. It does seem a little silly that there were two versions in the first place (did someone commission it and the artist only posted a cropped down version to their own page?)
Artists do stuff like that quite often for no apparent reason. Sometimes I really have to wonder why some artists put insane effort into a pic with tons of detail... only to upload it at ~600x400 res.

I think the reasoning behind that is if its a commission they want to keep it average resolution just to show it off but give the high res file to the commissioner since they were the ones who bought it.
