They're a blue-green (probably closer to one or the other depending on monitor settings). Might as well contain both eye color tags.

Henna generally refers to one of two things. One of these things is basically a dried plant crushed up and placed into a carrier fluid. The plant itself is greenish-brown that dies the skin reddish brown to reddish black. The carrier fluid varies from place to place: essential oils, dyes with essential oils and gasoline (U.S. henna artists art typically not creative enough to do this last one) are all things I've heard that you can crush the henna plant up in and expect to get a stain. Accounts of this plant date back to the time of Cleopatra.
The other fun thing you can be coming in contact with is a chemical called paraphenylenediamine. This is a permanent black hair dye that is marketed as black henna. It is also a very powerful allergen. If you run into someone marketing "black henna" you may want to ask them what exactly they are using. If it doesn't look like mud it is probably mind control drugs or a powerful skin allergen.
In the US, the FDA has approved henna universally for hair hair but not for skin. At the same time there is demand for it as a body art; ranging from traditional weddings use to sorority entertainment. It is mostly safe except for when it is amateur who doesn't know what they are putting on someone. The quality of pre-made kits varies dramatically depending on what they mix in with the plant paste and how long they have been sitting on the shelf.
As a vector for mind control it is pretty damn good. You can mix dry chemicals into the plant powder of traditional plant powder. You can mix wet chemicals into whatever you are putting the dry powder into. Skin dyes stain fast, but traditional materials typically have to be left on undisturbed for at least a half hour for a passable stain. The best stains occur from leaving the mud in contact with the skin for 12-18 hours. And reapplying it. If the attacker has access to a good chemist (or is one); that is between 30- minutes to 18 hours of contact with chemicals of devious intent. Socially, you can expect many demographics to arrange for private appointments for many different reasons.
Weddings are ironically both the best and worst time to use this; depending on the tradition you could 'get' the entire family or all the female friends and relatives. But it is also sometimes done about the same time ye olde local religious officials are certifying that the bride of an arranged marriage is a virgin. The spouse is probably going to do a "check" of his own after they are married. A party independent of the bride and spouse would be banking on the families not knowing a thing about the brides behavior (and anatomy) in order to get away with it; in an arranged marriage that means that both the families are basically fucking retarded. However, working with the bride's or spouse's family puts a person in a privileged position to modify behavior. Not to mention that under the influence of emotions such as love and jealousy, a third party may be more concerned with causing harm, rather than getting away with it. If the bride isn't the target, you also can get the entire female family and their female friends alone in a room with another (typically female) artist.
