Incest and sisters needs to be unlinked, Sexual behavior between characters of the same family. Like with the Mother and Daughter tag, they can be in the same scene without sex.

Intention doesn't mean it shows, the tags Yuri, Incest, Ect. require sexual actions in the scene, or else it's just sisters, or femdom/femsub. If this was a comic I would agree when the next scene has the sex, but just having two sisters in the same scene doesn't mean incest. Another example could be a pair of twins fucking another pair of twins, the tags brothers and sisters would be there but there is no incest.
