Doing away with that joke though, if I may (and I have zero experience with drawing, so bear that in mind).
The way I'd do a latex effect is I'd look up actual latex clothing similar to the style I'm trying to draw, and emulate that effect as best I can. Probably not the feedback you're looking for, but...

Where, example the hips go inwards then the thighs suddenly go outwards.

Yeah I tried doing that but I think the main issue I had was that I use cell-shading usually, and I found it hard to get that shiny effect without it standing out.
